The plaintiffs' lawyer, Kamarudin Ahmad, after filing the claim, said the state government in their manifesto promised to give preschoolers RM50 each month, but had not done so until now.

They named the Selangor government consisting of Parti Keadilan Rakyat (PKR), PAS and DAP as the first defendant and Menteri Besar Tan Sri Abdul Khalid Ibrahim, who is the state government chief executive, as the second defendant.
