A proclamation was issued by the United Chinese School Teachers' Association of Malaysia or Jiao Zong on 20 February 2013, stating that Perak Education Department has instructed the schools in the state to set the teaching time of teachers based on the second-phase implementation of the Primary School Standard Curriculum (KSSR). In response to this, Deputy Education Minister Datuk Dr Wee Ka Siong has denied Jiao Zong's allegation by reinstating that the second-phase implementation of KSSR will officially start in 2014, as planned.

The number of Malay periods has not been decided yet, added Wee. More discussions will be held as the policy is still in the development stage. In the near future, Wee will meet representatives of Jiao Zong and other related Chinese education organizations to further discuss the issue.

The KSSR has been implemented in stages since 2011 beginning with Year 1. In the second stage, which will involve primary 4-6 students, the ministry plans to increase the Bahasa Malaysia learning time in Chinese primary schools from 180 to 270 minutes a week.
