Deputy Prime Minister Tan Sri Muhyiddin Yassin, who is also the education minister, said that the under-enrolled schools will not be closed down by the government. All schools with low enrolment, whether they are national type, Tamil or Chinese schools, will still remain. He also said that it's up to the parents if they decide to transfer their children to another school.

According to Muhyiddin, there are over 2,000 under-enrolled schools across the nation that have not more than 50 students. Initially, these schools had a large population but the number of students declined due to pupils moving away. Such schools' problem is that the quality of education is not on par with other schools. Besides having low enrolment, these schools are lack of teachers. Sometimes, one teacher has to manage two or three subjects, added Muhyiddin.
